A. The Osage Nation Congress finds it is in the interest of the Osage Nation to assist the citizens of the Osage Nation in obtaining post-secondary education degrees, which are vital to gainful employment within and without the Nation.

B. The Osage Nation Congress finds the best vehicle for achieving this goal is to establish a fund for higher education scholarships and grants, to define terms and to authorize the Education Department of the Osage Nation to administer same in accordance with approved policies and procedures.
