The Commission may issue provisional licenses pending the satisfactory completion of all background investigations and other requirements of this statute, IGRA, and, if applicable, pending expiration of the thirty (30) day NIGC review period provided for at 25 CFR Part 558. In no event shall a provisional license be valid for greater than ninety (90) days, subject to the issuance of another provisional license if such background investigations are not completed so long as no information to date has been received which would otherwise disqualify the applicant for a license.
