A. An Editor shall be appointed by the Editorial Board to oversee the operations of the newspaper.

B. The Editor must:

1. Be at least twenty-five (25) years of age;

2. Have a bachelor’s degree in journalism or a related field from a college or university and have quality experience in the management and operations of publications;

3. Be of good character and have a reputation of integrity;

4. Be physically able to carry out the duties of office;

5. Certify he or she will adhere to the standards of accepted ethics of journalism as defined by the Society of Professional Journalists and endorsed by the Native American Journalists Association; and

6. Have at least five years’ professional journalism experience in the fields of reporting, copy editing, multimedia, photographer or editor at a nontribal or tribal newspaper.

C. Whenever a vacancy occurs, the Editorial Board shall hire a new Editor.

D. The Editor shall perform his or her duties until removed by the Editorial Board or until the Editor resigns the position in writing to the Editorial Board.

E. The Editor shall perform his or her duties free from political influence from any department of the government of the Osage Nation and may be removed only for cause. The Editor shall not, directly or indirectly, solicit, receive or in any manner be concerned in soliciting or receiving any assessment, subscription or contribution for any political organization, candidacy or other political purpose. The Editor shall not participate in any political campaign or be involved in any Osage Nation political activity, except to assist the Editorial Board in hosting a fair and unbiased debate or forum of the candidates on behalf of the press, cover Osage Nation elections objectively and to exercise his or her right as a citizen to express his or her individual opinion and cast his or her right to vote.

F. A member of the staff shall not be disciplined or terminated for performing the functions and duties set forth in the approved job description for that respective staff person.

G. The staff shall perform their duties free from political influence from any Department of the Government of the Osage Nation and may be removed only for cause. The staff shall not, directly or indirectly, solicit, receive or in any manner be concerned in soliciting or receiving any assessment, subscription or contribution for any political organization, candidacy or other political purpose. The staff shall not participate in any political campaign or be involved in any Osage Nation political activity, except to assist the Editorial Board in hosting a fair and unbiased debate or forum of the candidates on behalf of the press, cover Osage Nation elections objectively and to exercise his or her right as a citizen to express his or her individual opinion and cast his or her right to vote.
