A. Congress is charged with drafting and passing the appropriation legislation which establishes the annual budget.

B. The Congress shall ensure that the appropriation legislation containing annual operating funds for each branch is uniform in format and complies with the Osage Constitution Article VI, Section 24 and relevant Osage law.

C. Appropriation legislation containing fiscal year operating funds shall be presented in a format which includes, at a minimum, the following:

1. The funding source category as defined in Section 1A-101 of this Title;

2. Expenditures by expense category and line item;

3. Fiscal year limitations;

4. The branch of government, independent agency, department or entity, to which the funding is appropriated;

5. The effective date; and

6. Each annual appropriations bill shall be accompanied by or contain spending authorization which identifies:

a. The entities authorized to expend the appropriation; and

b. The amount authorized to be expended.

D. The Congressional Appropriations Committee shall establish the requirements and form of an electronic budget template to be disseminated and utilized by the branches and independent agencies on or before May 1st of each fiscal year for the following fiscal year.

E. Any and all requests for an annual appropriation shall be accompanied by support documentation which shall be in the same format as established by the Legislative Branch on or before May 1st of each fiscal year. ONCA 13-67, eff. Oct. 21, 2013; ONCA 19-40, eff. Apr. 26, 2019.
