A. All compacts with or submitted to the State of Oklahoma concerning tobacco or gaming and all compacts with or submitted to the United States of America concerning Indian Health Services or the Bureau of Indian Affairs, shall be negotiated by the Principal Chief of the Osage Nation, and signatory authority, subject to paragraph (B) of this section, is reserved to the Principal Chief.

B. All compacts as stated in subsection (A) of this section with the State of Oklahoma or the United States of America, or both, shall be submitted to the Osage Nation Congress for consideration before being executed by the Principal Chief. All compacts as stated in subsection (A) of this section with the State of Oklahoma or the United States of America must be affirmed by resolution of the Osage Nation Congress to be valid and enforceable.

C. Any compacts pertaining to the Osage Minerals Estate shall be affirmed by resolution of the Osage Minerals Council. ONCA 13-62, eff. Apr. 28, 2014.
