A. No tribal funds shall be drawn from the Treasury of the Osage Nation, except by appropriation in accordance with the Constitution and Osage Nation law.

B. All expenditures of tribal funds of the Osage Nation must be in strict accordance with the appropriations and laws of the Osage Nation.

C. Any person who violates this Act by expending tribal funds without appropriation, or by directing another to expend tribal funds without appropriation shall be subject to a criminal fine of not less than One Thousand Dollars ($1,000.00) and not to exceed Five Thousand Dollars ($5,000.00), or by a term of imprisonment in the tribal jail not to exceed one year, or both, and shall also be subject to a civil fine of not more than Five Thousand Dollars ($5,000.00).
