Section 2 of ONCA 11-54 provides:
“A. The Osage Nation is currently without an Office of the Secretary of the Nation established by law; and
“B. The Osage Nation will benefit from an Office of the Secretary of the Nation to perform the duties and responsibilities associated with official governmental business, business entities and secured transactions regulated by Osage law.”
