A. At his first appearance before the Court, the child and his parents, guardian or other legal custodian shall be fully advised by the Court of their legal rights, including:

1. The right to a jury trial upon demand where available;

2. The right to be represented by an attorney, at their own expense, at every phase of the proceedings;

3. The right, if found to be without sufficient financial means, to have an attorney appointed at no costs in cases where the Tribe is a party and the termination of the parent-child legal relationship is stated as a possible remedy in the summons. The Court may appoint an attorney without such requests if it deems representation by an attorney necessary to protect the interest of the child or other parties.
