At any time prior to the filing of a petition and entry of an emergency custody order on that petition, the Court may order the release of any child, except children being held pursuant to Section 5-106 of this Title, from detention or shelter care without holding a hearing, either without restriction or upon written promise of the parent, guardian or custodian to bring the child to the Court at a time set or to be set by the Court.
