When the relationship of parent and child has been created by a decree of adoption by any court of competent jurisdiction of any other nation, or its political subdivisions having the authority to enter such decrees, the rights and obligations of the parties as to matters within the jurisdiction of this Nation shall be determined by Section 7-140 of this Title.
