After one consents to adoption or voluntarily relinquishes parental rights, consent or relinquishment can only be withdrawn or revoked if:

A. Proven by clear and convincing evidence of fraud, before a decree of adoption is issued, or within three months of the discovery of fraud that the consent was obtained by fraud or duress; or

B. Proven by a preponderance of the evidence no petition to adopt was filed within nine months of the consent or relinquishment.
