Upon the examination of the report required in Section 7-133 of this Title, and after hearing, the Court may issue an interlocutory decree of adoption giving the care and custody of the child to the petitioners or any suitable person or persons, pending further order of the Court; provided, that if the child is a blood relative of one of the petitioners within the first or second degree, or is the step-child of a petitioner or has been living in the home of the petitioner for more than one year preceding the date of the filing of the petition of adoption, the Court may waive the entry of an interlocutory decree of adoption and immediately enter a final decree of adoption. Where an interlocutory decree of adoption is entered, the Indian Child Welfare Department may observe the child in his or her home and report to the Court within six months on any circumstances or conditions which may have a bearing on the adoption or custody.
