A. The ONCSS shall release the name of an obligor who owes past-due child support to a consumer-reporting agency as defined in 15 U.S.C. § 1681a(f).

B. Notice shall be given to the obligor of the reporting before releasing his or her name to a consumer-reporting agency. The notice shall contain the procedures necessary to contest the reporting and the contest is limited to a mistake in the amount of the past-due support or a mistake in the identity of the obligor.

C. The ONCSS may charge a consumer-reporting agency a reasonable fee for providing information available under this section pursuant to federal law.

D. Information shall not be provided to a consumer-reporting agency that has not submitted satisfactory proof that it is a consumer-reporting agency or to an agency that does not have sufficient capability to systematically make use of the information for child support purposes in accordance with federal law.
