All persons riding in the front seat of a passenger vehicle must be secured with a safety belt. Children under the age of two must be properly secured in an approved child restraint system when riding in a passenger vehicle that is operated by the child’s parent or legal guardian. All children age two, three, or four must be secured in an approved child restraint system or safety belt when residing in any passenger vehicle that is operated by the child’s parent or legal guardian. All child restraint and safety belts must meet the safety standards adopted by the U.S. Department of Transportation or its successors and must be used according to manufacturer’s instructions.
