Every operator and passenger on a motorcycle or all-terrain vehicle who is under eighteen (18) years of age shall at all times when in motion be required to wear a crash helmet. No person shall operate a motorcycle unless the person is wearing an eye-protective device except when the motorcycle has a windscreen that is at least ten (10) inches high when measured from the center of the handlebars. Any operator or passenger who violates this section will be charged with an infraction and penalized with a fine not to exceed Fifty Dollars ($50.00).
