Every vehicle upon a highway within the Osage Nation jurisdiction at any time from sunset to sunrise and at any time when, due to insufficient light or unfavorable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of five hundred (500) feet ahead, shall display lighted lamps and illuminating devices. Any driver who violates this section will be charged with an infraction and pay a fine not to exceed Fifty Dollars ($50.00).
