As used in this Act:

A. Capital asset” means an asset with an initial purchase price of Ten Thousand Dollars ($10,000.00) or more and a useful life of one year or longer with the exception of real property for the purposes of this Act.

B. Capital budget” means the cost estimate document, if applicable, developed for a capital construction project or the initial purchase of a capital asset submitted to Osage Congress.

C. Capital funding” means funds appropriated to the capital assets fund for specific capital assets projects or the initial purchase of specific capital assets including, but not limited to, equipment, furniture and fixtures, vehicles, and all other assets with an estimated useful life of more than one year.

D. Capital construction project” means architectural rendering, engineering, demolition, new construction, equipment, furniture and fixtures.

E. Pre-construction activities” means site selection, site development, site evaluation, conceptual design, programming, planning, cost analysis, design surveys, soil tests, cost estimates, and feasibility studies.
