A. The Osage Nation Congress finds it important to retain a portion of the Osage Nation’s annual revenue to be appropriated by the Osage Nation Congress for the purpose of meeting future unmet financial needs of the Nation.

B. The purpose of this Act is to protect the fiscal solvency and delivery of revenues to the Osage Nation.

C. The Osage Nation Congress further finds that the continued flow of gaming and tax revenue is not guaranteed and that it is prudent and sensible to set aside a portion of all money received from these Osage Nation sources now and in the future to ensure the availability of necessary monies to help fund the Osage Nation in future years.
