A. The Osage Nation Congress finds income generated from gaming and tobacco taxes have become an important part of the budget process for the Osage Nation.

B. The Osage Nation Congress further finds that the continued flow of gaming and tax revenue is not guaranteed and that it is prudent and sensible to set aside a portion of all money received from these tribal sources now and in the future to ensure the availability of necessary monies to help fund the Osage Nation in future years.
