All sales of tobacco products to individuals under eighteen (18) years of age are prohibited and any such sales shall be considered an offense hereunder for which a civil penalty or civil fine not to exceed Ten Thousand Dollars ($10,000.00) and/or a revocation or suspension of licenses may be assessed by the Tax Commission pursuant to the provisions of Sections 2-163 and 2-164 of this Title.
