No form of gambling shall be allowed on the premises of any retail tobacco shop unless such is formally licensed by the Osage Nation in accordance with the Indian Gaming Regulatory Act, 25 U.S.C. §  2701 et seq., or any successor statutes, applicable federal regulations and duly approved Osage gaming laws.
