It shall not be unlawful by reason of this chapter for any person to possess or operate a motor vehicle within the jurisdiction of the Osage Nation so long as the vehicle is properly registered and licensed by the jurisdiction in which such person resides or in which the vehicle is principally garaged, and such jurisdiction extends like or similar recognition to the vehicle license plates, certificates of title, and registrations issued by the Osage Nation.
