It is the policy of the Osage Nation to provide persons residing, doing business, or working within the jurisdiction of the Nation with essential governmental services. To finance this governmental policy and to further the purposes set forth in Section 2 of this Title, the Nation adopts in this chapter a possessory interest tax, which will provide the Nation with a portion of the revenues necessary to fund essential governmental services within the Reservation and which will benefit all individuals and businesses on the Reservation.
