Any person mentioned in 6 ONC §§ 1-106 and 1-107, who issued any second or duplicate receipt or voucher of a kind specified in those two sections, at a time while any former receipt or voucher for the merchandise specified in the second receipt is outstanding and uncanceled, without writing across the face of the same the word “Duplicate,” in a plain and legible manner, shall be guilty of a misdemeanor punishable by imprisonment in the Tribal Jail not exceeding one year, or by a fine not exceeding One Thousand Dollars ($1,000.00), or both.
