Every person who willfully instigates or encourages any cockfight, upon conviction, shall be guilty of a misdemeanor punishable by imprisonment in the Tribal Jail not exceeding one year and a fine of up to One Thousand Dollars ($1,000.00), or both. ONCA 13-29, eff. Apr. 23, 2013.
