Every person who willfully or for any bet, stake or reward, instigates or encourages any fight between dogs, or instigates or encourages any dog to attack, bite, wound or worry another dog, except in the course of protection of life and property, upon conviction, shall be guilty of a misdemeanor punishable by imprisonment in the Tribal Jail not exceeding one year and a fine of up to One Thousand Dollars ($1,000.00), or both.
