A. Joinder of Offenses. Two or more offenses may be charged in one complaint so long as they are set out in separate counts, and:

1. They are part of a common scheme or plan; or

2. They arose out of the same transaction.

B. Joinder of Defendants. Two or more defendants may be joined in one complaint if they are alleged to have participated in a common act or scheme, or plan to commit one or more offense. Each defendant need not be charged in each count.
