A. There is hereby established in the Treasury a revolving fund, not subject to fiscal year limitations, for the purpose of establishing, constructing, maintaining, improving and administering the Freeman Monument.

B. The fund established by this section shall be designated the “Freeman Monument Fund.”

C. The assets of this fund shall consist of monies appropriated to it by act of Congress.

D. Expenditures out of this fund are limited to the establishment, construction, maintenance, improvement and administrative costs associated with the Freeman Monument in honor of Mark Freeman, Jr.

E. The Freeman Monument Fund shall be updated and replenished out of the general fund in the Treasury every ten (10) years according to the U.S. Consumer Price Index, or its successor, to keep the purchasing power of the fund equal to Ten Thousand Dollars ($10,000.00) in 2014 dollars for maintenance expenses.

F. The Freeman Monument Fund shall be perpetual until terminated by act of the Osage Nation Congress. ONCA 15-10, eff. Apr. 16, 2015.
