It shall be unlawful for the Court Clerk to sell, offer for sale, or permit the sale of any paper or instrument relating, directly or indirectly, to marriage licenses issued from the office of said Court Clerk except the license herein. Provided, any person violating the provisions of this section shall be guilty of a violation of this Act and upon conviction shall be punished by a fine of not less than Ten Dollars ($10.00) nor more than One Hundred Dollars ($100.00), or by imprisonment for not less than five days nor more than ten (10) days, or by both such fine and imprisonment.
